Chart Learning Solutions Launches L&D-as-a-Service to Make Capability Development Measurable

Organizations Are Investing More Than Ever in AI Learning But Most Still Can’t Prove It Works
Chart Learning Solutions introduces L&D-as-a-Service, an operating model that helps organizations make workforce and AI capability development measurable.
Organizations are investing heavily in AI and workforce development, yet few can demonstrate that those investments improve workforce capability or business performance. New data from Chart Learning Solutions shows AI-related learning grew 172% between Q1 and Q2 2026 among its customers even as most organizations still lack a reliable way to measure whether that learning is working.
The result is a widening gap between investment and evidence: boards are approving AI and workforce development budgets faster than HR teams can prove they are paying off, leaving many organizations to make high-stakes capability decisions with limited data.
To help organizations close that gap, Chart Learning Solutions today introduced L&D-as-a-Service — an AI-powered LMS and methodology designed to help organizations measure and prove workforce and AI capability development.
“Most organizations don’t need another LMS. They need a way to identify capability gaps, prioritize investment, deploy learning faster, and prove business impact,” said Peter Horwing, CEO of Chart Learning Solutions.
“That is what L&D-as-a-Service is built to do.”
The approach follows four simple steps: Diagnose, Prioritize, Deploy, and Prove moving organizations from measuring participation to proving business impact.
“For many years organizations have measured learning by activity — courses completed, hours delivered, certificates earned,” said Peter Horwing. “We believe it’s time to measure something more valuable: capability. If people don’t perform differently afterward, learning hasn’t created business value. That is the standard we hold ourselves to.”

Recognized Internationally
Chart Learning Solutions’ methodology has been applied with organizations including Stellenbosch University, and the company is one of the leading providers of soft-skills content in Europe on the GO1 platform, reaching corporate learners across multiple languages and markets. Chart Learning Solutions is also an accepted partner in the Almi Tillväxtteam Internationalisering program, the Swedish government-backed initiative supporting high-growth companies scaling internationally. The company has also received three Brandon Hall Group Excellence Awards for its impact on leadership development.
“The future isn’t about delivering more courses,” said Peter Horwing. “It’s about helping organizations build the capabilities that enable people and businesses to perform at their best.”
The launch follows a 172% quarter-over-quarter increase in AI-related learning activity among Chart Learning Solutions customers, reinforcing the need to move beyond course delivery toward measurable workforce capability.
