New data from Chart Learning Solutions shows AI-related learning grew 172% between Q1 and Q2 2026 among its customers even as most organizations still lack a reliable way to measure whether that learning is working.

The result is a widening gap between investment and evidence: boards are approving AI and workforce development budgets faster than HR teams can prove they are paying off, leaving many organizations to make high-stakes capability decisions with limited data.
